1. A place where a homeless person will often get a roof over his/her head; a temporary address which provides sleep-in facilities for displaced persons
2. A school or other sturdy public building used as temporary housing during a period of danger, due to a severe weather problem like a hurricane, or other crisis, for a mass of displaced or threatened population
3. Any of the above, but for domestic animals
